The Pastors, Administrators, and Principals’ Conference (PAPCON) is a two-day conference designed to equip decision-makers with the necessary knowledge regarding relevant and pressing issues in education. It is also an avenue to encourage participants to continue in the ministry of Christian Education. Various topics a represented to help school leaders deal with different problems their schools may be facing because of constant changes in society and laws concerning education in the Philippines.
This year, 2025, we will be holding our event in the headquarters of School of Tomorrow®, Philippines, in Paranaque City.

EXPANDING OUR REACH | WHERE IS YOUR SCHOOL MINISTRY HEADED THIS YEAR? After considering what mountains are needed to be conquered, we now have to look at a wider perspective of our ministry’s impact. Rev. Hooge’s session will be encouraging us to expand our reach based on the book of Joshua. |
Rev. Hooge, Executive Director of School of Tomorrow®, Philippines, and his wife, Lora, grew up as children of missionary families in the Philippines. He was taken to the Philippines in 1948 by his parents, Rev. and Mrs. Frank Hooge. He finished his Junior High at Faith Academy in Manila, but completed his High School at Phoenix Christian High School, in Phoenix, Arizona. In 1962 both he and Lora enrolled at the Baptist Bible College in Springfield, Missouri, and soon it became evident that the Lord was directing their lives together. In February 1967, they were approved as missionaries of the Baptist Bible Fellowship and were in the Philippines by December of that same year. They worked with Cavite Bible Baptist Academy in 1978, using the Accelerated Christian Education® (A.C.E.®) program—giving birth to what is now School of Tomorrow®, Philippines. He is also the president of BLESS®, Inc., which uses the ABC’s with Ace and Christi of A.C.E. School of Tomorrow® to minister to children through literacy.

Pastor Erich, who took up Visual Communication at the University of the Philippines, began his journey in the education ministry when he was appointed the Pastor-Administrator of Jesus’ Flock Academy in 1987. His involvement with School of Tomorrow®, Philippines, deepened when he was asked to be a part of the staff of the National Student Conventions and later with the Junior Student Conventions. He then became a regular member of the Educators’ Convention team as a speaker. He continues to serve as the Associate Pastor of Jesus’ Flock and the School Pastor of JFA. He is married to Miriam Cuizon and they have two children, John Michael and Maegan Abiel. He currently serves as the Deputy Director of School of Tomorrow®, Philippines.

ATTY. JEREMIAH B. BELGICA, REB, EnP, is a leader who wears many hats. He is referred to by many as Pastorney My, borne out of his profession as a lawyer and his calling as a pastor.
He is a founder and co-managing partner at the Belgica Aranas Baldueza Dela Cruz and Associates. As a young lawyer, he handled high-profile cases especially those that target to combat corruption.

Communities of the Manila Church Household which he planted at age 21 with his father,
Bishop Butch Belgica.Atty. Belgica was the first-ever Director General of the Anti-Red Tape Authority (ARTA), appointed by former President Rodrigo Roa Duterte with a Cabinet rank. During his stint, he envisioned and implemented the National Effort for Harmonization of Efficient Measures of Inter-related Agencies (NEHEMIA) Program, ARTA’s flagship program for inter-agency streamlining which aims to reduce the processes, requirements, and processing time by 52% for each priority sector.
As a public speaker and communications expert, Atty. Belgica has more than a decade-worth of experience co-hosting in several radio programs and has a weekly column appearing at The Manila Times.
Being a multi-hyphenate with extensive experience across different fields, Atty. Belgica has developed a special lens on Biblical and historical worldview that readers would find both refreshing and thought provoking.
After his relationship with Christ Jesus, his most cherished blessing is his beloved wife, Eunice Anne, and their beautiful daughter, Victoria Ivana or “Tori.”

REV. DAVID LIBAN has over 38 years of experience in disaster response, child sponsorship
programming, community development, fundraising, volunteer mobilization, partnership
development, project management and mass housing construction.
He started out as the Communications Manager in World Vision from 1995-2002 before being
given a bigger responsibility as the Senior Marketing Director from 2003-2012. His main
responsibility is to develop and implement mass marketing/fundraising campaigns such as,
multi-mall donor acquisition, acquisition of celebrity donors and key corporate partners.
He was also involved with Habitat for Humanity Philippines as Disaster Response Director from
2012 to 2015, then a Program Director for DSWD-ARMM funding (Autonomous Region of
Moslem Mindanao). Mainly, his responsibilities are implementing various programs funded by
DSWD-ARMM, mobilizing community-based construction groups all over ARMM and
cultivating a transparent working relationship with the local government units (LGUs) at the
barangay, municipal, provincial, regional, and national level.
Currently, he is the Executive Director of Breadcom Ministries Foundation, Inc, a locally
registered foundation that seeks to help and equip poor children and families in target
communities to reach their full potential for the glory of God.

Times are changing and we should be prepared to also adjust with the times without compromising our core beliefs. This session will help us navigate through this area in light of the Word of God. |
DR. ALAIN DIZON is a Registered Electrical Engineer by profession at first. He began serving
in HIV ministry as a volunteer certified facilitator in 2008 for World Vision’s Channels of Hope,
an HIV Program for churches and faith based organizations (FBOs). He became a certified
trainer of the said program in 2010. In 2013, he was recruited as a member of AINA or Asia
Inter-faith Network for HIV&AIDS, an organization of faith leaders who are HIV advocates and
living with HIV. All these involvement launched him to become an international speaker on
conferences, community events, and other church-related and faith-based activities, which also
helped him find his true passion in a helping profession of counseling and speaking. Therefore,
he pursued and finished his Master’s degree in Pastoral Counseling at Asian Theological
Seminary in March 2015 and recently passed the Guidance Counselor licensure examination. He
is now a Pastoral / Registered Guidance Counselor by profession. Currently, he is taking up his
doctorate degree in Clinical Counseling at Asia Graduate School of Theology.
His areas of counseling expertise includes Common Teen Issues, Young Professional Issues,
Adult Issues such as life direction, sexuality issues, and some addiction issues like pornography,
Simple Marital Issues such as communication and relational issues, and other life issues.
He is a certified trainer and conducts seminars and workshops on Same Sex Attraction and the
Church, Dealing with Disappointments, Preparing While Waiting, The Art of Listening,
Advanced Counseling Skills, Understanding Depression, and Psychosocial Processing to
Disaster Survivors.
A. Condition(s):
1. Minimum of two (2) attendees per school.2. Any two (2) of either the Pastor, Administrator, or Principal.
B. Incentive:
1. 15% Discount for schools without any existing discount as church-school or model school, and church-schools or model schools with less than 15% assigned discount.
2. Credit Memo for model schools with more than 15% assigned discount.
i. Supervised Model Status – 50% to 70% of the registration fee of one delegate ONLY.
ii. Certified Model Status – 100% of the registration fee of one delegate ONLY.
C. Process Flow:
1. Programs & Events will make a list of eligible schools and assign the corresponding incentive, then give a copy of the list to Customer Orders and Finance.
2. Multimedia will design event discount voucher.
3. Finance will apply credit memos to the accounts of eligible schools.
4. Programs & Events will email the discount vouchers and information regarding the credit memo to eligible schools respectively.
5. Customer Orders will verify the validity of the discount voucher presented and apply it to the order received; verify claim of credit memo and apply it to the order received.
6. Finance will process the discount or credit memo applied to the order.
D. Important Reminders:
1. The 15% discount voucher will NOT apply on top of any existing discount already assigned to a church-school or model school.
2. Discount vouchers will have an expiration date written on it (* usually the end of the quarter when the event will be held, or the end of the next quarter if the event will be held at the end of the quarter).
3. Discount vouchers will no longer be honored, nor considered, when expired.
4. Unspecified discount will be determined by the Executive Office before dissemination.
5. Credit memo issued will not expire until used, whether in an order of curriculum materials or registration for an SOT®P event, but is non-refundable.
